By the summer of 2026, most Science of Reading review rubrics have started to look alike: systematic, explicit phonics; a defined scope and sequence; decodable texts tied to that sequence; universal screeners; a move away from three-cueing. A content director preparing a submission this adoption cycle is building against roughly the same checklist as the program down the hall, and so is every other contender clearing the bar.
That convergence is a sign of a maturing market. With more than 40 states and the District of Columbia now operating under evidence-based reading laws, the criteria have settled, and passing instructional review has become a repeatable process. This raises a question for anyone building English language arts programs: When every serious contender can satisfy the rubric, what makes one program the one a district keeps?
The answer rarely shows up on the alignment checklist. Two programs can map to the same standards, cite the same research, and check the same boxes and still land differently in a classroom. One opens cleanly, and a teacher can run the lesson on a Monday morning with minimal prep. The other is aligned on paper and hard to use. That distance, between aligned on paper and teachable in practice, is where a program is won or lost, and it is almost entirely a product of editorial and design decisions the rubric never scores.
Mandates Set the Floor, and the Opportunity Sits Above It
State mandates did something useful for the market: they established a shared, evidence-based baseline for what belongs in a reading program. That baseline is worth meeting with care. It is also, increasingly, the price of being considered, not the reason to be chosen.
The programs that improve literacy outcomes and win adoptions on merit are built past the baseline. They treat Science of Reading alignment as a design brief, not a compliance form. The qualities that make those materials strong are choices made in the editorial workflow, long before a reviewer opens the submission.
A few of the decisions that separate strong Science of Reading materials from merely compliant ones:
- A phonics progression that reads as one continuous logic. A scope and sequence is expressed so cleanly that a teacher never has to reverse-engineer why one skill precedes another.
- Decodable texts that are decodable at the point of use. Text can only contain patterns students have already been taught, and holding that line through every passage takes deliberate editorial control. When an untaught pattern slips through, students can’t decode it, so they guess, which is precisely the habit the program is designed to stop.
- Teacher-facing structure that lowers the prep load. A teacher should be able to open the materials on a Monday morning and run the lesson as designed, without reconstructing the logic behind it. Programs that are easy to teach get taught as designed. Programs that require decoding the teacher guide get adapted, and adapted programs drift from the evidence base they were built on.
- Assessment that connects back to instruction. Screeners and progress checks should map to the scope and sequence and point toward a clear next move so that the data tells a teacher something actionable rather than just confirming what they already know. That only happens when assessment and instruction are designed together from the start.
- Accessibility built in from the first draft. Semantic structure, meaningful alt text, and accessible assessments belong in the workflow, not in a final-pass checklist. When accessibility is part of the design, materials reach more learners and meet adoption requirements without requiring a separate effort to do either.
Usability Is an Editorial Decision
None of these qualities are exotic. They are ordinary editorial and design decisions, made well, at the point in the workflow where they are inexpensive to get right and expensive to fix later. A phonics sequence reorganized after layout is a costly revision. Decodability caught in final review is a rewrite. Accessibility retrofitted after production costs more in time and budget than building it in ever would. Treating these as front-end decisions is also what keeps production timelines intact, which is its own argument for taking them seriously early. Compliance gets a program considered. Usability is what gets it adopted—and re-adopted when the next cycle comes around.
What This Cycle Rewards
The Science of Reading era rewards what good publishing has always rewarded: materials built with enough care that the people using them succeed. The mandates made the stakes visible. For publishers and ed tech teams building this cycle, that clarity is an opening. The evidence base is settled, the criteria are known, and the room to differentiate has moved entirely to the quality of execution.
For a content director weighing this cycle’s submission, the question worth sitting with is not whether a program will pass review. It is whether the program that passes is the one teachers ask for again.
